As a current school boy: I believe that more testing has to be done at school boy level because I know of a lot players who use and play for their respective schools’ first teams

By all means increase the testing of the players. It'll help eradicate the problem. It doesn't change the fact that our school teams dominate the NZ school teams every time.

You need heavy testing and punishment at age grade levels, because the temptation is far too great. The irony is that steroids aren't the great game changer for an endurance sport like Union, as it is in NFL, or combat sports...but it won't stop young guys trying it out, especially when players see bigger players around them and see steroids as there one chance to go to the next level. Test at age grade National level (off season...because that's when it's taken) and deliver career changing punishment to shame guys into thinking twice. Dealers have to go to go before courts and get sentenced heavily (steroids are way more lucrative than other black market drugs these days). By the way, the UK has an even bigger problem than SA with PED's, but that's beside the point.
