everything is accurate except p3 doesn't go above 14deg is that normal or my circuit has issue?

I have done all the connections but my bulb is not going on when the thermostat dot is red. Strangely if i remove the bulb from the holder ans check it with a tester ot shows that it has power. The bulb is okay because it lights up in other outlets.

How will i do? When i try to do setting in my new XH-W1209, in the P3 it goes upto only 14 (the range is between only 14 to -30). I am confuse as you can set 33C°.
