"Raison d eitre" Of drones is it's EXPENDABILITY as compared to manned aircrafts but more costlier the drones becomes by default they become lesser expendable .
Here comes the importance of INDIGENOUS, LOWER COST,
WORK HORSE drones even if they happen to be with lesser capabilities so along with acquiring high cost, high capabilities foreign drones one needs to supplement it with lower cost indigenous drones like tapas, rustom Or drishti drones in an workhorse role.

Should invest these money in R&D of engine, submarine and other techs it will help more in long term than these surveliance drone. I don't see any major value in these except the sea guardian for submarine warfare and they are very costly 30 million per unit our tejas cost 40-45 million per unit.
