I think you are right on about what motivated Soviet Economy. International insecurity was very high after Civil War and after Hitler's invasion.
But I am searching for a better understanding of details of how a command, central economy works. Goals were set and they were often detailed for regions and for individual enterprises. I understand that. But were the individual enterprises paid when they delivered their products to users? Did the users then pay them? From that, were workers paid? Or was production done according to the central planners. I have read Alex Nove a lot. But this is big gap that remains to trouble me. Can you help?
