Don't worry if you can't find hyper-v. After following these steps, if your problem still persists, then do the following:
1. right click on your bluestacks
2. go to properties
3. click on compatibility
4. under compatibility mode, click on "run this program in compatible mode for": and select "windows 8"
5. also select "run this program as an administrator". you can find this just down below the compatibility mode
6. click ok and enjoy

Finally i found some one who was say that disabled Hyper-V . Every fu..k YouTube just say enable Hyper-V
