They closed ow because they didnt want to split the user base. That was said in their first announcement of ow2. They also said you will keep everything you earned in ow1 as a good faith move for players who had worked so hard to earn everything in ow1

The reason why they merged the game is because it wouldn’t make sense to have two fanbases and Overwatch 2 is similar to the first one if they made Overwatch 2 a separate game then the similarities would be insanely obvious and no one would play it. Also it would be stupid for everyone to grind for the stuff they already have in the first one.
