I was also searching for rules in the new outlook, so I'm posting this to whomever it may concern:
I tried to switch back to the old Outlook by clicking the 'New Outlook' button in the upper right corner. I received a popup asking 'Why are you leaving the new Outlook?' and I typed 'rules.' When I clicked 'submit, ' a message appeared saying that rules are not yet available in the current version of the new Outlook, but they are available on the web server (something like that).
In a single line: Outlook.

Ah, I think I've finally figured it out. Rules only work if you are using an Exchange server. If you are using Outlook at home, Old Outlook is your only option.

Hey, New Outlook doesn't have the pop-up notification for the new Folders created for Rules.
Is there a work around for this?

It'll be very handy if we could handle the pop-ups or alerts in the new outlook. Not having this option is the only reason that's holding me back from using the New Outlook!
