Refer to the concept of p persistence. if the system generates p=0.4, then as per your example both S2 (0.5) and S3 (0.8) should be allowed to transmit since the flowchart reads <=p. This will result in a collision. Please clarify sir.

In p persistence method:
If 2 stations are ready to transmit with probablity value 0.3 and 0.7 respectively. And p comes to be 0.2 than I think both can transmit and there would be a collision as 0.2 is less than both 0.3 and 0.7
Am I right?
