Actually he was in a body of Steve’s clone at one point from the late 80d early 90s to the 2000s when he was murdered in the Winter Soldier Story Arch. He had the same power set due to being in a super solider body cloned from Steve

This is incorrect. Maybe during Red Skull's conception he wasn't a super soldier, but he has been one since at least the early 90s. One of Captain America's staple comic books is "Operation Rebirth" where Red Skull is the only one that can save Cap with a blood transfusion because of the serum.
