This is actually quite straightforward and the explanation is simple.
Difficulties arise though, when physics tries to deal with a metaphysical phenomenon.
So - consciousness is fundamental, it facilitates the transformation of energy into matter.
Created from consciousness, all matter is sentient according to its situation.
All particles therefore, being comprised of consciousness, are pan-sentient.

Or you can believe consciousness arises from physical matter, like a genie from a bottle -
but it's quite the other way round ...
