His speech is what happens when you don't have a script and when a statement is needed off the cuff. He's nervous and repeats many of his phrases. It can happen to any of us so we shouldn't be so hard on public speakers who are not reading a scripted speech.

In the video he was asked to stop numerous time's by the police, then goes to reach in his car for something which could have been a weapon. Let's go further back though. He had warrants out for his arrest for brandishing a firearm amongst other things. The police were justified.
