A mini grocery store would be sooo cute for this build. Other things that might be cute: a fast food joint, a post office, a zoo or pet store, a toy shop, a restaurant, an arcade.

There’s a place in Devon called bear town where I take my toddler, it’s a mini town like this for them to play in, it’s soo cute. You should look it up it might give you some inspo

for the sake of functionality: maybe have a small public bathroom area? it would be really fun to bring some toddlers here, but it would be so annoying to take them home every single time they need to use a potty, or get their diaper changed.
to not break the look too much, maybe you can break it up into two. in one building, an adult can get in too, and there's a potty chair as well as a diaper changing table, for infants and less potty trained toddlers.
but you could have a secondary building for the more independent toddlers that has a few bathroom stalls with doggy doors, so that visually it can look the same as the other buildings.
(omg, and maybe the toddler bathrooms could have some sized down sinks too? that would be SO cute)

What about a Fast food. They could go in and stand nest to the window taking the order at the drive through. (I'd use Blarfy. shrink him down and have them talking into the "microphone". I'd also make it a place for them to get some food somehow. Also I had the thought of one of those old time pull up fast food place. It's called "Sonic" in the USA.
