Headbutting is a perfectly normal behavior in tortoises. Male tortoises will headbutt to assert their dominance and mark their territory. Headbutting is a typical part of a tortoises mating ritual, so owners may notice an increase in this behavior particularly in the spring months when it is mating season.

As a turtle owner, I can confirm that nothing within 3" of the ground is safe. She charges around the house, destroying everything in her path like a tiny green bowling ball.
I've been wearing steel toes in the house just to feel safe again.
