To be more clear... the victims that the man proposes to help, often do not want to be 'protected', don't want to be involved in any legal dispute, and have had their desire for justice satisfied. The way I put it before is generally seen as a desire for a special right, which isn't accurate. This used to be standard in US courts that there must a victim who you are accused by. Now they'll pick you up because your mags aren't as old as you thought they were.
