I know a lot of frog fishes are lumpy looking like that so that they resemble sponges.
They’ll hang out near sponges and turn the same color as the ones around them so that they blend in even better, and their lure ends up looking like a little shrimp running over the sponges.

Fish come to eat the “shrimp” and get eaten themselves before they ever know what happened.
