A sovereign wealth fund is not a bad concept. A lot of countries has wealth funds, its the implementation and process that needs to be addressed. A fund can issue trade bonds, its up to the other govt funds if they are going to buy said bonds, I dont doubt the wealth fund wont make any money. It will, definitely, it should. By buying safe and secured investments, real estate, office and industrial, globally. Its the only asset class that is full proof, and is also a hedge. The main caveat here is declaring the earnings, and passing it on to the bond holders, if misdeclared even by just 1%, lets say the 500bil earned 20%, thats 100bil, and in that 100bil, they misdeclared just 1%, its already 1bil in the pocket of whoever is going to manage the fund, ofcourse the fund would have its own fees and charges, but who would regulate and who would audit the fund impartially.
