the way I see how to increase the voting rate is to have voting power delegation, just like share holders of many public company can appoint someone to vote on behalf of them, same way for Cardano catalyst or governance.

The bigger question is -- What has CF and IOG done todate to align network and business priorities, programs, innovation and devs? It appears that, todate, each entity is operating "to each his own" due to the internal rift, and big initiatives like stables (USDC, USDT), RWA Tokenised assets, TradFi partnerships, etc are being left out (or not prioritised). 😢
