Depends on what the customer expects for the money. When the cars were priced higher, they would expect radar (possibly works better in fog?) but with lower priced cars now available, people probably would be fine with cameras only. Maybe even the self-driving feature itself isn't worth the extra cost. Different segment of the market.

rain, fog, snow and dirt turn Tesla Vision ineffective. Lidar, radar, ultrasound, etc hardware is not expensive for car makers, even Apple ships lidar in iPhones since the iPhone 12. So Elon Musk claims, that lidar is not worth the extra cost, does not seem plausable to me. But I can't imagine Elon Musk admitting he was wrong about anything. FSD is level 5 autonomy. What Tesla is selling as FSD is like supervising a teenager, and having to interfere constantly to avoid death.
