Anne was surrounded by tons of people during the episode... Had she tried to take it, she would been easily stopped, and also would've blown her cover.

Long ago when the series first came out I had a theory that she was coral’s sister(simply because of the tooth) but I had barely any faith in it(although a betrayal moment would have shook the industry) so I’m no glad that I was quite correct not to have faith in the theory

It's still possible. If she left, Dot and Terapagos would have both been alerted. She has to gain even more trust to casually walk away with it.

There's a possibility that she does play a more important role later with the explorers but I think it's more likely she's related to them but not a villian

Even some YouTubers who doesn't give a try to watch Liko, Roy, and Dots adventures finally recognizes Pokemon Horizons as a peak Pokemon series today..

Oh yeah I was like "Wait, no !" when that happened and then forgot because of the battle. But does it really prove she's not an Explorer ? During the battle between Riko and Roy, Dot is right next to her.

If Anne is really undercover, leaving with Terapagos when Dot is right next to her might have raised Dot's suspicions. And there were a lot of people too.

Even if she left with Terapagos after the battle, Riko would notice that both Anne and Terapagos are gone eventually, which would most likely compromise her secret identity and have all the Rising Volt Tacklers go after her.

She's clearly not at the level to handle them all, and if she reached the Explorer's base, it could reveal its location to the Rising Volt Tacklers that are tracking her.

Basically, yes she could have stolen Terapagos right then and there, but it would have been way too risky. So she probably decided to wait and not risk compromising her identity.
