In looking through some replies, I found the advice to do this power key and down volume button for 10-15sec WHILE PLUGGED IN, and the phone will power down and not restart. If it is not plugged in it restarts. This worked.

pulg charger in to phone, hold power button and volume down button release it will turn off instead of resetting
