Was a full time electrician for 50 years and qualified person hard to pin point. A person can be qualified in something for say last 20 years but if they do not keep up with the NEC and regulations loose it. I never installed anything over 575 volts but was believe qualified enough to transfer 4, 160 & 13, 200 volt switchgear. Spent my last 10 years working in a large hospital that had a lot of do's & don'ts.

Reminds me of when my dad built hydroelectric dams as chief engineer. I am going to ask him if he was qualified in the NEC sense.

There needs to be a democratization of knowledge there should be a rigorous course, training available just for technically able homeowners that show sufficient aptitude to be able to work on their own homes. These individuals do not need to be licensed as they will not work on other settings and are not working for pay. We have a good permit system in the USA which helps to ensure things can be done correctly as well I would rather have a qualified homeowner work on their own home rather than a licensed electrician rushed to complete a job.

Unfortunately being a good electrician and doing neat and safe work is not something based on training but a state of being which pushes the individual to go above and beyond.

Thing is that it is not like a card you can pull out of your wallet. It is more of self-certification and a vague assertion. I feel I'm qualified to work on systems I designed and am commissioning even though I'm not an electrician. Dr McCoy: I'm an engineer, not an electrician. Two very different but, codependent professions.
