Back in the 1980's we used to call it the "missing mass problem".
Back then, we didn't know that it was 20+%, all we knew was that there was more gravity than we could so far account for.

The original observational "problem" that was "solved" by inventing "dark matter" was that galaxies don't rotate "right". The outer stars in the galaxies rotate too fast, given the observable mass of stars and dust, etc of that galaxy. They rotate as if the mass of the galaxy is several times heavier than it "should" be. However, the gravitational forces at those distances from the center are very weak. They are around 10^-34th what they are at the galaxy center. That order of magnitude is significant because that is the level that quantum effects start to occur. So, "dark matter" may actually be due to the effects of "quantum gravity" which nobody has been able to formulate, much less agree on. This is all made worse because gravity is already 10^-36 times weaker than electromagnetism.

Sometimes I feel a little cranky about Neil's answers, but in this case he is spot on point. Nobody knows what the heck this stuff is, or even if it is stuff. Kudos to Neil for calling that out clearly!

If you picture the universe as a great collapse as opposed to a big bang, then maybe what we see as "Fred" is really everything collapsing into a universe that is the singularity of a black hole.
