I think the best way to understand this is that The World After the Fall is about ideology

While Omniscient Reader’s Viewpoint is about narrative and storytelling.

It’s way more complicated than that, but in essence that’s the key difference. Regression in TWATF is about hiding away and abdicating responsibility for the present, while regression in ORV is a tool to allow for extreme character developments, what happens when you keep changing but the world around you remains the same.
