It's worth noting, the T-62 was manufactured in Russia, Ukraine, and North Korea. The T-64 was manufactured exclusively in Ukraine. That might affect why Russia is refurbishing T-62s instead of the T-64s.

"Why not pull more modern stuff?" You missed one of the key points coming out of this report: the people counting tanks via satellites have had to change their quality notations. Instead of "good" (tanks that can easily be refurbished and sent to the front) and "poor" (tanks that require major overhauls to be useable or are just scrap), now observers such as Covert Cabal, high-marsed, jompy, etc. are counting tank stockpiles by the amount of effort it would require to make the tanks functional: "moderate" (requires major overhaul to function), "poor" (probably requires a complete overhaul/would be scrap in any other situation), and "bad" (scrap, unless Russia gets really REALLY desperate). Because Russia essentially NO LONGER has any easily identifiable stockpiles of tanks that can be quickly repaired and sent into action.

Observers having to downgrade their classification system when counting tanks is one of the clearest signs I've seen that Russia is scraping the barrel when it comes tanks.

That's why Russia's not churning out large numbers of T-72s and T-80s from storage; the vast majority of the existing storage would be write-offs in any other nation.

This "special military operation" seems to be having a 'fire sale', credit is tight, old stock being pushed out, employees losing their ' jobs'.

It’s also important to note Russia has over a thousand t-62 but only under 500 t-64. So when considering the logistics of starting a refurbishment line, it makes much more sense to pick a tank with deeper reserves.
