Naruto’s fourth ninja war brought back a bunch of power shinobi as edo tensei and as we all know Kabuto couldn’t reanimate Jiraiya due to not being able to find his body at the bottom of the ocean, but there’s another reason we never got edo tensei jiraiya. Did you know Kishimoto flat out refused to reanimate jiraiya when it was proposed to him by one of his editors at weekly shonen jump? The reason being is that Kishimoto drew a red line saying Jiraiya couldn’t come back, because of these two reasons. He wasn’t sure how to draw the interaction of kcm naruto vs jiraiya and the other reason is he felt that Naruto meeting jiraiya again would undue Naruto’s character development that he got after Jiraiya died. He felt this way because Jiraiya’s death allowed Naruto to feel what Sasuke did with the uchiha massacre and it allowed him to truly understand sasuke’s pain. Another meeting with Jiraiya would have taken that away and wasn’t needed the same way Sasuke needed to meet Itachi in order to get his closure. While it sucks for fans, this was the right choice.

I’m glad Jiraiya wasn’t reanimated. It makes his final scene sinking into the dark depths of the oceans and his last thoughts more impactful, and it enables Naruto’s growth to last.

Jiraiya was my fav character. When he died I quit reading for a while. But Kishimoto made the right call.

I feel like the biggest thing to consider is that the loss of Jiraiya wasn't just felt by Naruto as a character, but by the audience as well. Him staying gone, intentionally or not, is representative of the fact that sometimes you need to cope with loss and no matter what happens it's not just magically getting undone. You need to learn to make your peace with it and move on.

A perfect example of the phrase "Kill your darlings". As a writer you must always do what's best for the story, not what's best for your editors or what your fans want to see. They're reading YOUR story, not the other way around, if they could do this you'd be reading their stories instead.

Jiraiya was my favorite character since I was a kid. I remember 14 year old me absolutely sobbing. Here I am in my mid 20s and I’ve never forgotten that moment.

As a writer, I completely understand. Sometimes, when you write a characters death, it needs to stick. Under no circumstance can you undermine the value of a characters life.

You could say that Kabuto not being able to find Jiraiya's body also foreshadows Kashin Koji's existence since he was made by Amado from the cells of Jiraiya to make Koji into a Jiraiya clone.

That, and also the fact that he would have been too powerful. Not in the actual fights but in his influence. Can you imagine how much Jiraiya's presence would boost everyone's morale? Everyone in the final war would be glad to see the greatest teacher and his most talented students on their side. Tsunade's determination, too, would skyrocket seeing her oldest and most genuine ally on her side. Naruto was a power house during that time, with only his father being there. If Jiraiya was there too, he would have a significant morale lift. He would feel like as long as Jiraiya is at their side, no one can defeat them. The same goes for a lot of the other characters, such as Kakashi, Hiruzen, and the other kages, Guy, and the rest of the junior team. Jiraiya was hailed as a hero by almost all of the people who were there. As we all know that morale has a lot of influence when it comes to battles.
The regular folk in the war, too, would feel slightly at ease since they would think that they have the man who stopped wars by his mere presence, the man who trained Pain, the man who was offered to be the leader of one of the strongest villages many times but refused.
