Helicopter crash in Houston: What we know right now as investigation continues

Officials confirmed all four people on the helicopter, including a child, died in the crash. Their names and ages have not been released.

Because I am subscribed to half a dozen aviation YT channels, I know that there is a minimum altitude rule for aircraft in certain areas. For instance, because of high rise buildings and radio towers, there should be a minimum altitude rule of at least 1, 200 feet in the metro area.

Makes me wonder if the pilot was flying too low if he was not going to land anywhere nearby. Since there was a child reportedly in the helicopter, did the pilot want to show the child the downtown skyline? So sorry for the loss of life. Does anybody know who the tower was used by?

Likely the helicopter was having mechanical problems and was undergoung a emergency landing by the looks of the smoke trail form engine.
