The thing you have to consider about 1 VS 1 battles is that the results can go either way. When you flip a coin, even if certain conditions are met, it doesn't mean it will definitely land on a particular side.
The same applies for everything in life, just cause one person has better stats doesn't guarantee winning at all times.
In a 1 VS 1, Pucci can just blitz Jotaro without him even realizing. It can also go that Jotaro stopped time immediately and lands an attack. In a drawn out battle, the stakes become thinner and it becomes even more difficult to predict.
As Stan Lee said, the victor is who the writer decides it to be and based on what Araki wrote. Pucci is stronger than Jotaro. Do you know what it means to be in a 1 VS 5 against stand users and still win.
