Extending personhood to the unborn doesn't create any kind of conflict with the 14th. Personhood is not citizenship.

The 14th grants citizenship to all persons born or naturalized. Okay, so the unborn aren't American citizens, YET. They can still be legal persons with their right to life protected under law.

2004 Unborn Victims of Violence Act. under "public laws". The government recognizes the unborn children are living human beings, and the are afforded the same rights and freedoms as any other us citizen. This has already been in practice for statute law for 18 years, with hundreds of people in prison for double homicide when they kill a pregnant woman. This bill was bi-partisan, and yes, it says right it in that it recognizes that life begins at conception. DONE

Could state judiciaries not recognize life beginning at conception, then banning it within the state? Any federal challenge to it would force it to the Supreme Court, as it’s a legal decision and not political legislation.

I recall when studying
years ago in my constitutional class in college, part of the rationale was that the state, and I believe it was Texas, did not include the unborn in a census so they were not "people". Given that the Supreme Court decided to recognize corporations as people in order to continue segregation, a designation that continues to this day, a state should not be prevented from recognizing human life at all stages as belonging to persons and recognized as worthy of protection by the state especially those humans, persons who are least able to protect themselves and have no political power.
