This is located off of I-70 Miller Canyon exit / 99 exit. In Utah.

I found out that the plant in this video is called the Desert Trumpet or the Native American Pipeweed. In the spring time there green in color and have small flowers on the tops. I would also say that the gray dirt might be volcanic ash.
