International relations studies also focus on diplomacy. Diplomatic relations are vital for nation states. Therefore, even in times of global crisis, such as in the Cold War, it was perceived as beneficial for the US and USSR to maintain minimal diplomatic contact and allow minimal avenues of dialogue.
