Usually kids that young are just processing/observing everything around them. It's part of them learning to be people. They're not staring into your soul on purpose (though they are good at it lol), you're just something new for their little brains to learn about!

A kid ran into me once while I was playing my trumpet for church choir and he fell down and started crying and I didn't know what to do so I just kept playing. It was so awkward

I don’t pay attention to children after I stopped working at a school that was a glorified day-care. It was beyond rough and I got sick like once a week for a year and payed more for doctors notes than the position is worth. Props to those who do the hard work with kids, could not be me

I just wave at them, or I stick my tongue out and make goofy face, they usually continue to stare into my soul but I find that so funny and I laugh, children are so goofy looking

one day a kid was staring at me when I was paying for groceries, and not only that, they inched so close to the point of touching their little shoulder in my leg. I was creeped, asked them where their parent was and told them to go. The cashier told me I was looking as pale as a ghost while talking to the kid... I mean, I was having a panic attack yeah.

Children stare at everything, but mostly new things, things they find fascinating or from curiousity. I have to tell mine not to stare all the time, it's just what they do 🤷🏽‍♀️
