UKRAINIAN President Volodymyr Zelensky accuses Russia of using ‘phosphorous bombs on civilians’ in latest public address.

President Zelenskiy said on Wednesday (April 13) in an address to Estonia's Parliament via teleconferencing, that Russia was using phosphorous bombs in Ukraine, accusing Moscow of using terror tactics against civilians.

Chemical weapons production, use and stockpiling is banned under the 1997 Chemical Weapons Convention.But although condemned by human rights groups, white phosphorus is not banned.

Russia denies using chemical weapons, saying it had destroyed its last chemical stockpiles in 2017.
