The game starts from De Pleur's fort in Southern Kyrat. Not the North. It literally shows up the second you get control of Ajay after Pagan leaves to interrogate Darpan

I don't think the map is meant to be used at that point in the game and it's not meant to be accurate... The game distinctly says that pagan never goes that far south implying that you were somewhere in South kyrat...

In summary this is a oversight in the game design and does not in any way reflect the actual story

Sorry this is not correct. Remember that Pagan said Paul was hosting the party. Paul's palace is the City of Pain in SOUTH Kyrat.

It is not true. The game begins in De Pleur Palace and that palace is in the south.

Actually it would make sense if the game started in the south as Ajay Ghale entered Kyrat from Patna which would most probably be located at the south of Kyrat. And from there he was taken to De Pleur’s fortress. (Here’s also assuming De Pleur’s fortress is also somewhere in the south)
