With Endor, those plans were foiled, but his later Dark Empire nonetheless resembled what that vision would have been like o a far greater scale.

Dark Empire is so good. I love when Star Wars does dark fantasy stuff with the Sith and Palpatine was just trying to turn his vanilla Empire into something more akin to the ancient Sith Empire. He wanted to phase out his Empire like he did the Republic, and it feels in character the way the story sets it up. Then you have Disney's stupid Operation Cinder where all he did was order the Empire to destroy itself in a manner that made zero sense. I'll take Legends worst over Disney's best any day.

Sidious is so much more interesting in Legends. Hes cool in the films/ series, but he’s so much more than a cackling hands off Emperor whose entire plan to solidify his power is the Death Star, on an ego trip in Legends. He actually has a vision and ideas beyond that, ones that are actually tied to the Force.
