There's no specific law against this, but I'm pretty sure you can still get sued for putting random non purchasable idems in stores to sorta 'trick people'.

As an employee at a target don’t do this we have to zone departments daily and to find crap that’s not even sold by our store left on shelf’s end up in the trash

Last customer that did something like this at the store I work at got permanently banned. Stop screwing with retail employees. They have had enough to deal with the past few years.

The unfortunate side is if someone didn’t realize this was “free” they would take it to the cashier have a manager called over because it can’t be scanned and then target would end up keeping it thinking it was a mistake with ordering or shipping
