This blocks were Mojang's blocks to make tests when they add something new. The tick block informs if an event is working and the cross informs if it doesn't. The exclamation block I think sends a message to the console (which is more useful in servers than expected) and the gear block is like an structure block but to set an area for tests (and also makes a beacon effect depending if the tick or cross inform if the test is working or not).
Also the blue one (whose name I don't remember) Activates the test by sending a redstone signal.
Mojang decided to give them to us so modders and redstoners can make their tests more easily

Fails the assigned test when powered by redstone.

Accept test block:
Completes the assigned test when powered by redstone.

I've seen those blocks before! They are used by mojang admins/devs to test to ensure all old features are still working on new updates. They have special commands that the admins know to test a large amount of features/interactions with blocks and other thing. They previously had a beacon beam (red or green) to show If the test succeed or if it failed.
