And here it is. One of the very first Sonic spinoffs ever made, and the first one to be entirely American-made!
Rather than Sonic Team, this was made by the Sega Technical Institute in America. After they finished with Sonic Team on Sonic 2, they split off within that company to make their own games, STI made this spinoff while Sonic Team was working on Sonic 3 (& Knuckles)
I can definitely tell that this game was made in America, because it has some references to both Adventures of Sonic the Hedgehog and Sonic the Hedgehog SatAM.

For the story of this game, Dr. Robotnik (full name Dr. "Ivo" Eggman Robotnik) was ready to take over the world with his nightmarish Veg-O-Fortress. Sonic the Hedgehog and Miles "Tails" Prower quickly stormed to the fortress by plane.
However, Robotnik knew they were on the way, and managed to knock Sonic off of the Tornado, plunging him into the water below. Somehow, though, he managed to survive a get inside the Veg-O-Fortress through its 1st out of 4 layers: Toxic Caves.
It was time to climb up the Veg-O-Fortress and stop Robotnik. It was quite the oversight for him to conveniently make his fortress like a huge pinball maze, because Sonic can take clear advantage of that!

There are only four levels in this game, but depending on how good you are at pinball, this game can take a while to beat.
Also, this game can get SCARY. Through some of its music and what all of the bosses are like. It's not quite like what the drowning music could do to you in Sonic Team's games. It's because of this that I wanted to playthrough this and the Game Gear version for October in regards to Halloween.
To beat each level in this game, you have to get all of the Chaos Emeralds in it, either 3 or 5, and they're all the same color of blue, for some reason. Get all of these Emeralds, and you can access the boss room where you pinball battle against a terrifying adversary.

The first level is Toxic Caves. It's music is the only main level music in the game that DOESN'T try to feel and sound menacing.
Watch out for some of the targets you can find through these levels. Some can activate lids that prevent you from falling to your death, while others need to access more rooms.
One area has you hit targets to drain toxic ooze that wields an Emerald. This will also release some pipes that can lead you to higher rooms that you can eventually reach that Emerald with... by riding on an oil can.
The two other Emeralds are access by taking a minecart ride left and right, but you have to find a way to reach the minecart to begin with.

After you get all 3 Emeralds, you can get to the boss: Scorpius. He's a giant robot scorpion with Robotnik's face. He leaves QUITE a first impression of how this game's bosses look like.
All you have to do is keep hitting his back. At first, this is easy to do, since you can jump inside the loop his tail forms to reach, but then soon afterwards, the tail falls off.
Just keep hitting him even as he screeches out in total pain, snapping his huge jaw at you! You'll eventually take him down!

After the first 3 bosses, you then go through a Bonus. Each Bonus plays differently, but you only have 3 balls for Sonic to use for each of them. Lose them all, and you lose the Bonus.
For this one after Toxic Caves, you have free Sonic's friends from Robotnik's capsules, all while giving him a few smacks, too.
Some of these friends aren't just Tails, but also the Freedom Fighters from Sonic SatAM, such as Sally, Bunnie, Antoine, and Rotor! Free them all, and then beat up Robotnik some more to win this Bonus.
After you beat this Bonus, you move on to the next main level.
There is an extra Bonus for all 4 levels in this game that can be found and reached after collecting all of the Rings in each level, but I'm not gonna worry about that for now, since that would make these levels drag on for too long.
