I had the same problem and tried literally everything, Finally got it working after going to dota's game files and deleting the "bin" folder and after that verifying game files. Hope this helps :)

thank you. also i skipped the 'run steam as admin' step and it worked just fine. i ran into the 'incompatibility mode' message and id rather have less moving parts. so id recommend leaving that alone as well, but if it doesnt work i guess go ahead lmao

Run as administrator works bruh I can't thank u enough specially I wasted so much money on the game just to be banned by VAC I'm not even a smurf my rank is low cuz it is always when u play in SEA server

Try removing the intel drivers and graphics utilities, this caused the issue in my pc.

SHOW HIDDEN ICONS and DISABLE OR EXIT ANY BACKGROUND APPS
ESPECIALLY IF U HAD " ANYDESK" Installed recently.
you don't have to uninstall the app jst exit and run dota as usual .
