Two things, they have Really good aim, and in the OG Trilogy, they were told to miss so they could Find the Rebel’s Base, and also, in the Mandalorian, they hit their target almost 100%, but, you do know, it’s Beskar Armor, also, a Third thing, Disney Stormtroopers suck, the OG Stormtroopers are the best

Storm troopers are taught to fire warning shots unless the target has 100% intent to attack/harm that's why they hit jedis but miss most rebels or unarmed opponents or fire as a warning towards rebels that are armed
