ILO Article 13 of Convention C167 Safety and Health in Construction states that;
1. precautions must be taken to ensure the workplace is safe without the risk of causing injury, and damage to the worker's health and life.
2. The safe means of the access and egress are established, indicated, and maintained.
3. The precautions must be taken to protect the worker from all kinds of hazards when he is present at the site or in its vicinity.

Article 16 of Convention C155 Occupational Health and Safety also states that the workplace should be safe, well maintained, and with safe means of access.

As per the law, the safe means of the access (entry and exit) are the measures taken to ensure the workers are safe, and not exposed to any hazard when entering the workplace. Hence it is mandatory that the employer provide suitable resources and equipment for entry and exit purposes.

Use of the construction tool to put people in the workplace and extract them is not recommended and severe violation of the industry regulations. The worker can can fell from height when being lifted or placed, hence lose their life during transportation, as well as being hit by the machinery itself, or other objects in the vicinity.

Suitable arrangements are installation of the stairs, use of a cherry picker, bucket, lift, etc. The ladder should be placed at various locations at a distance of 30ft from each other. The emergency exit points should be provided, well indicated (most probably with the powered titles provided with the emergency power backup) and free of hurdles.
