What they are talking about in history, never had been federal "budget" issues! Every States had their population produced enough food, had enough church and charity groups to look after the needy. And the Senate didn't need any "disaster" to "pay or plan for"! The first world war and the Spanish flu outbreak started a federal response to the citizens as the States were not able to produce without the men. The food imports from Mexico started from this situation, and the "illegal farmworkers" border crossing began with it...
To blame grain on Ukraine is a VERY far fetched misconception! The Russian population were doing farming 100%! Since the orange revolution of "to get rid off" everything resembling Russian as freedom...made the population flee to Crimea or back to Russia. Within the grain production gone. I don't know what to get sold but my bet is on the stored seeds and grain left for the Ukrainian population's "bread"( by the Russians), or for the next crop what weren't sow for years... But 90% of the Ukrainian population "moved over" to Europe to get full "charity", as the war began. In my opinion they didn't put one grain into the ground for at least 5 years!
