IOW cops are ALWAYS looking for an angle to investigate everyone.

Respectfully, the 2 step is bs and courts lose (ethical) credibility for upholding it. If lights flashing on the police vehicle tell you that you are detained, then in the absence of turning them off and pre-empting a new conversation with something like "You're no longer detained, but..." then there is an obvious ethical set of problems at play. To a reasonable person the situation is ambiguous at best and and is probably more often then not perceived as a continuation of the original stop unless the lights come off, or the driver actually leaves.

How about just sticking to the mission of the stop. People would respect law enforcement more if they didn't feel like every encounter was an attempt for a cop to arrest them.

great work. just curious. would it be possible to seize a motorist by holding on to the suspect's mirror or some other part of the vehicle's exterior during a consensual encounter?
