I'm not in new York state. But I always carry a flashlight with spare batteries and walk against the flow of traffic. It's better to be safe then sorry.

This SO important and helpful. Also, Walmart sells reflective wrist bands in sporting goods area, and they have flashlights with batteries for $1.00

This information should be taught to young persons in grade school. because it certainly doesn't reside in the brains of a lot of adults. Idiots that wear all black, at night, where lighting is minimal... worse than tail-gaiters, and red light runners.

“Walk facing traffic.” So literally your first bit of advice is “follow the law.” Gotcha.
