Dictator PTF: CvS2 vs. MUGEN

MUGEN Dictator CC is easier for me because it has very lenient carry routes with scissor kicks, but carrying with super jump HK is incredibly tight so there's zero reason to use that route in MUGEN, plus the buffering is pretty lenient so doing the Psycho Banish was easier as well.
CvS2 has more carry routes but tighter execution. Just a little experiment I wanted to try since I was involved in MUGEN for a while.
