An additional angle to the requirement of at least one of the Finnish official languages (Finnish or Swedish) being at good level is that the documentation of the patients or customers is done in Finnish or Swedish and people working in health care need to be able to understand and write those without danger of misunderstandings because of language barriers. Also people in the health care sector need to be able to read and understand legislation, directives, instructions, which are written in the official national languages.

In the tourist or hospitality businesses there are also rules and regulations, but it is likely easier to use other help, if the language becomes a barrier. The field is probably more multilingual as the customers are too. It is also less regulated than health care professions. Private businesses can choose to have other languages besides then national official languages as their corporate language. English is often used in that role, as lingua franca.
