Explanation! The two sides in the back are police officers, the man with the burnt arm is the guy who killed the Charecter Leslie Shay, he lit the building on fire which fell on top of her and killed her. Now the man is targeting the woman that worked along Shay, her name is Gabby Dawson. He texts her pretending to be her new partner named Brett, talking about meeting up at a place. Firehouse 51 and the police department learn about this but not before that both arrive at the place, he climbs into the elevator shaft and turns off the elevator. He then opens up the hatch and pours gasoline into the elevator which Gabby was in alone. While the firefighters work to open the elevator door above him. Antonio Dawson, her brother waits with a gun. He pulls out a lighter and is about to drop it to light gabby on fire when the door opens, Antonio shoots him in the head, and saves his sister from her best friends murderer.

The Intelligence Unit investigates the arsonist who set the fire that killed Leslie Shay. During the investigation he fools the police with the use of various aliases, including one that is the name of another firefighter who was killed in the same incident as Peter Mills' father. They find that the arsonist is targeting Gabriela Dawson and has trapped her in an elevator. Gabby is able to stall him long enough for Antonio to shoot him. Elsewhere, Sergeant Platt acts exceedingly nice to all the precinct officers prompting suspicions from Burgess and Roman. When confronted about it she says that she is being investigated by the city after a complaint said she lacked people skills. It's later revealed that it was a front for a reporter doing a story on her, the lie angers Burgess and she walks away.
