In this tutorial I show you how to create a "rainbow glow" effect in After Effects, an effect that I get asked about nearly everyday, so here's a video about it. You'll need the Sapphire and Deep Glow plugins for this.
***Alternative for Vegas***
It may be possible with Vegas, however some of the effects aren't available for it. So the process would be pretty much the same, masking in Vegas isn't as easy as rotoscoping and it's very time consuming. Instead of using Find Edges, you'll need to use S_EdgeDetect. For Turbulent Displace, the closest effect would be S_WarpBubble and S_Glow instead of Deep Glow. You'll need to play around with the settings for all of those to get it to look right but my suggestion is to just use After Effects, the result will look better and is way easier.
