Yes it definitely is!
A home that is a primary residence should be allowed to do short term stay and any property that's a single dwelling should not be allowed.

Short term rentals destroy the available long term rental housing stock wherever they are permitted and dramatically increase prices for home buyers, then there is the aggravated nuisance of a never ending stream of strangers turning up who have absolutely no incentive to be good neighbors and act accordingly. Who wants to let your children outside when you have these strangers loitering around your own home. All short term rental stayers in a residential neighborhood should have a criminal background check prior to be their stay. In addition the Federal government should end all negative gearing and other tax benefits for short term rentals!
