The reason why such high risk criminals were imprisoned at medium security Kuje is to make their illegal "release" (termed jail break) easy. It was planned way ahead of time. Everyone knows that Buhari is one of BH patrons and has gone to see first hand the effectiveness and success of the operation. We are dealing with spoilers headed by Buhari here. He has gone to Senegal to secure the release of more fulanis to complement the just released ones from Kuje prison.
