Improper integrals of unbounded functions

We follow the same rule for all Riemann integrals: They can only be defined on intervals where the integrand function exists and is continuous. But, once defined, we can expand the interval larger to approach a point where a function is unbounded. Sometimes the integral converges, sometimes not, depending on the particulars of the functions involved.
